February 7, 2021: The State of Oklahoma has declared a state of emergency in response to a winter storm that affects Cigna Medicare providers in the Canadian, Cleveland, Lincoln, Logan, McClain, and Oklahoma counties. In recognition of the impact on our Medicare providers, as of this date, Cigna will lift normal requirements for at least 30 days, until March 9, 2021. February 16, 2021: The State of Texas has declared a state of emergency in response to a winter storm that affects Cigna Medicare providers in all counties. March 22, 2021: The State of Alabama has declared a state of emergency in response to severe weather that affects Cigna Medicare Advantage providers in Chilton and Colbert counties. March 26, 2021: The State of Georgia has declared a state of emergency in response to severe weather that affects Cigna Medicare Advantage providers in all counties. April 6, 2021: The State of Florida has declared a state of emergency in response to severe weather that affects Cigna Medicare Advantage providers in Manatee County. In recognition of the impact on our Medicare providers, Cigna will lift normal requirements for at least 30 days, until May 6, 2021. For further details, read the Disaster Notification Memorandum. May 14, 2021: The State of Alabama has issued a State of Emergency, effective April 26, 2021, in response to severe weather. This emergency declaration affects Part C plans and providers in Bibb, Jefferson, Calhoun, Clay, Hale, Perry, Randolph, and Shelby counties. To ensure Cigna Medicare Advantage customers have access to the services needed, Cigna is offering the following as of April 26, 2021:

  • Waive, in full, requirements for gatekeeper referrals where applicable
  • Temporarily reduce plan-approved out-of-network cost-sharing to in-network cost-sharing amounts
  • Waive the 30-day notification requirement to enrollees as long as all the changes (such as reduction of cost-sharing and waiving authorization) benefit the enrollee
  • Allow Part A and Part B and supplemental Part C plan benefits to be furnished at specified non-contracted facilities (note that Part A and Part B benefits must, per 42 CFR §422.204(b)(3), be furnished at Medicare certified facilities)

May 14, 2021: The State of Mississippi has issued a state of emergency, effective February 11, 2021, for Part C plans and participating providers in Covington, Hinds, and Rankin counties. To ensure Medicare Advantage patients and participating providers have access to services needed, Cigna is offering the following as of February 11, 2021:

  • Waive, in full, requirements for gatekeeper referrals where applicable
  • Temporarily reduce plan-approved out-of-network cost-sharing to in-network cost-sharing amounts
  • Waive the 30-day notification requirement to enrollees as long as all the changes (such as reduction of cost-sharing and waiving authorization) benefit the enrollee
  • Allow Part A and Part B and supplemental Part C plan benefits to be furnished at specified non-contracted facilities (note that Part A and Part B benefits must, per 42 CFR §422.204(b)(3), be furnished at Medicare certified facilities)

  • Waive the 30-day notification requirement to enrollees (such as reduction of cost-sharing and waiving authorization)
  • Allow Part A and Part B and supplemental Part C plan benefits to be furnished at specified non-contracted facilities (note that Part A and Part B benefits must, per 42 CFR §422.204(b)(3), be furnished at Medicare certified facilities)

The Centers for Medicare & Medicaid Services requires Medicare Advantage Organizations (MAOs) and Part D Plan sponsors to maintain access to the Part A/B, supplemental Part C, and Part D benefits (as applicable) for beneficiaries in areas affected in the event of a Presidential emergency declaration, a Presidential (major) disaster declaration, a declaration of emergency or disaster by a Governor, or an announcement of a public health emergency by the Secretary of Health and Human Services.
